Rules and duties of foreign nationals attending SSUGT for studies, on official and other matters

1. Foreign nationals must comply with the legislation of the Russian Federation, and the Regulations for Residence and Movement in the Russian Federation.

2. Duties of foreign nationals:

  • The next day upon arrival to Novosibirsk (unless it falls on a week-end or a public holiday) a foreign national must submit an ID and a migration card indicating “Study” as the entry purpose to the International Education Centre (Laboratory Building, room 337) for primary temporary migration registration at the Migration Unit of the District Police Station (Migration Desk);

  • Within 10 days upon arrival to the University, and then annually, a foreign national must obtain a voluntary medical insurance policy valid for 1 year;

  • Leaving the Russian Federation or travelling to another locality in the Russian Federation, a foreign national must inform the International Education Centre (IEC) in advance about departure;

  • If the period during which a foreign national stays in another locality of the Russian Federation exceeds seven working days, the foreign national must register at the Migration Desk at the place of stay, and the next day upon returning to Novosibirsk (if it does not fall on a week-end or a public holiday) apply to IEC to reissue migration registration;

  • In case of changing the place of residence, the next day (if it does not fall on a week-end or a public holiday), a foreign national must inform IEC about it and reissue migration registration at the new place of residence based on a personal statement and relevant accommodation documents;

  • The next day upon returning back after leaving the Russian Federation (if it does not fall on a week-end or a public holiday), a foreign national must submit an ID and a migration card, issued at a check point when crossing the border of the Russian Federation, to IEC to register in due course (the package of documents is the same as for primary registration);

  • Obtaining a temporary residence permit, residence permit, certificate of participation in the Government Program for Resettlement of Compatriots Residing Abroad, or Russian citizenship, a foreign national must inform IEC within three days, presenting the relevant documents;

  • A foreign national must take measures to extend the registration 30 days prior to its expiry;

  • Losing an ID, a migration card or a detachable slip of a registration notice, a foreign national must approach IEC the next day (if it does not fall on a week-end or a public holiday);

  • If expelled from the University or taken a study leave, a foreign national must acquire tickets to return to one’s Motherland in advance and leave the Russian Federation within the statutory period.

3. Foreign nationals residing in SSUGT dormitories should maintain cleanness and order in the rooms on their own and are personally responsible for losing their bedding items and damaging the premises, furniture and equipment.

4. Violators of the Residence Regulations, and those who fail to fulfill legitimate orders of the Administrative Office can be evicted from the dormitory by the Housing Commission and punished up to expelling from the University.

5. Foreign nationals attending courses of Russian as a foreign language are not allowed to work in accord with the law of the Russian Federation.

6. Committing an administrative violation twice (including a breach of migration registration regulations), a foreign national can be denied entry to the Russian Federation for there, five or ten years.
